Springfield Development Code Amendments: Annexations
This project is a continuation of work related to a larger Springfield Development Code Update project that has been ongoing since 2018 involving a phased plan to update the entire Springfield Development Code (SDC). The annexation section of the Springfield Development Code is changing to: Clarify the application and initiation types: It amends SDC 5.7.125 for ‘Initiation Method Requirements and Application Requirements’ to clarify what documents are required for the various annexation applications; Improve efficiency and timeliness for staff and officials to process applications and make a decision: Changes to SDC 5.7.115 ‘Review’ provide an option where an annexation does not require a public hearing; Remove redundant terms in SDC 5.7.113 and address appropriate processes in SDC 5.7.115.

Climate-Friendly Areas Update
Comprehensive planning staff have been working to implement the Climate Friendly and Equitable Communities administrative rules passed in July 2022 by Oregon’s Land Conservation and Development Commission in response to Governor Brown’s Executive Order 20-04. These rules include wide-ranging requirements for metropolitan areas and the City of Springfield is mandated to comply with the rules that affect community engagement, land use, and transportation. To reduce air pollution, one component of the rules requires Springfield to identify and adopt one or more Climate-Friendly Areas, which will allow for dense urban mixed-use centers where people can choose to meet most of their needs without relying on a car. At this meeting, staff is presenting potential benefits and tradeoffs and seeking Planning Commission guidance on potential scenarios for Climate-Friendly Areas to inform next steps for outreach and identifying draft plan and code concepts and displacement mitigation strategies.

Wastewater Master Plan
After extensive research and analysis, the City's draft 2024 Wastewater Master Plan was completed this spring. Staff will present highlights from the draft Wastewater Master Plan and community feedback for Planning Commission information in advance of a City Council Work Session and Public Hearing. Once adopted by City Council, the Plan will guide the next 20 years of development and maintenance of Springfield's wastewater collection system.

Willamalane Park and Recreation Comprehensive Plan

Willamalane Park and Recreation District (“Willamalane”) requests that the City of Springfield and Lane County adopt the 2023 Park and Recreation Comprehensive Plan (“2023 Plan”). This Plan is an update to the previous 2012 Park and Recreation Comprehensive Plan. Adoption of the 2023 Plan entails adding it as the Recreation Element of the Springfield Comprehensive Plan, text amendments to the Eugene-Springfield Metropolitan Area General Plan (Metro Plan); and an amendment to Lane Code 16.400 to reflect the 2023 Plan’s adoption for the portion of Willamalane's planning area outside the Springfield urban growth boundary and the Metro Plan boundary, where the Lane County Rural Comprehensive Plan applies. Lane County’s separate staff report addresses Lane Code amendments.

This work would amend income-qualified housing-related code sections from bills that were passed by the 2023 Oregon Legislature: House Bill 2984 – Commercial to Residential Building Conversions House Bill 3151 – Manufactured Dwelling Parks on Non-Residential Lands House Bill 3395 –Residential Use of Commercial Lands The City is also using this opportunity to make other changes to the code for clarity and ease of use including: Significant changes to SDC 4.7.100 for various land use districts; Changes to SDC 4.7.375 through SDC 4.7.385 for Architectural Design and multiple unit housing; Changes to SDC 5.15.110 Minimum Development Standards and SDC 5.17.110 for Site Plan Review for multiple unit housing; and Changes to SDC 6.1.110 Definitions.

Comprehensive Planning Work Program

Affordable Housing Code: Community Involvement Strategy

The Affordable Housing Package Code Amendments will include changes to the Springfield Development Code prompted by recent state legislation and will clarify existing code language related to affordable housing. Additionally, the work will explore opportunities to remove code barriers to affordable housing if the changes are consistent with current local adopted policies and Springfield’s Housing Strategy. The Planning Commission in its role as the Committee for Citizen Involvement will review and provide input on the Draft Community Involvement Strategy. Stormwater Post-Construction Requirements Update

Stormwater Post-Construction Requirements Update Project: The City of Springfield and Lane County are proposing amendments to the Springfield Development Code. This action involves amendments to the Springfield Development Code for consistency with the Municipal Separate Storm Sewer System Phase II General (MS4) Permit issued by the Oregon Department of Environmental Quality (DEQ). The purpose of the Post-Construction Requirements Update project is to modify the Springfield Development Code to comply with the MS4 permit requirements, including requirements to regulate post-construction site runoff and minimize barriers to low impact development and green infrastructure. The proposed code changes would encourage the use of stormwater treatment facilities including swales, rain gardens, and pervious pavements and strengthen requirements to address stormwater quality issues. Ultimately, these code changes will enhance the protection and quality of water in the City’s drinking water protection areas. The Planning Commission continued the August 1, 2023 public hearing and kept the record open to allow for Ballot Measure 56 Notice until September 5, 2023. Since the August 1, 2023 hearing, feedback from Lane County led to the amendment of SDC 4.3.110(B)(1). See Exhibit B Legislative Version of the Code Amendments. The Commission is expected to close the public hearing and written record on September 5, 2023 and then deliberate. The Commission will make a recommendation to the City Council and Lane County Board of Commissioners. The Springfield City Council and Lane County Board of Commissioners will hold a joint work session and joint public hearing to review the Planning Commissions' recommended amendments on November 6, 2023.

Additional Minor Code Amendments - Informational Item
The City of Springfield seeks approval of amendments to the Springfield Development Code to make minor changes to correct errors and provide clarification on code language that was adopted as part of the 2022 Development Code Update Project. These changes mostly correct missed internal code citations and references, typographical errors, and update naming conventions that were previously missed. On August 1, 2023, the Springfield and Lane County planning commissions approved recommendations to the City Council and Board of Commissioners to adopt amendments to the Springfield Development Code to make minor changes to correct errors and provide clarification on code language that was adopted as part of the 2022 Development Code Update Project. Planning staff are sharing additional changes to the Minor Code Amendments as an informational item before they are presented to the City Council and Lane County Board of County Commissioners at a future public hearing.

Climate-Friendly Areas
Oregon’s Climate-Friendly and Equitable Communities Rules requires some cities, including Springfield, to reduce air pollution by allowing places that enable people to get around by ways other than driving alone. This Climate-Friendly Areas project is one way Springfield is working to meet these needs.
