Housing Related Code and Plan Update
The Housing Related Code and Plan Update will continue the ongoing work of Springfield’s
Housing Strategy, help the City come into compliance with all State housing-related statutes
and rules, and align with the City’s goals for facilitating housing production, affordability,
and choice by reducing regulatory barriers. Particular attention will be focused on amending
the City’s Development Code to include clear and objective standards for Mixed-Use Districts
as expressed in Springfield City Council Resolution No. 2023-28. Staff prepared a draft
Community Engagement Plan for the Committee for Citizen Involvement’s review and
approval.

Decision Criteria
Each decision maker will follow the criteria below when voting on this item.
To promote and enhance meaningful opportunities to work with community members on the City’s planning projects, Springfield’s Committee for Citizen Involvement evaluates and approves community engagement plans in accordance with Oregon Statewide Planning Goal 1: Citizen Involvement. Staff propose a draft Community Engagement Plan that includes a community involvement strategy intended to seek an effective exchange of information as land use regulations are created, amended, and adopted. At this meeting, staff will provide an overview of the project, highlight the content of the draft Community Engagement Plan, and be available for questions. Some questions for discussion include, but are not limited to: 1. Are the proposed engagement activities the best method to achieve the outreach goals? 2. Any edits or additions to the key messages? 3. Any suggestions on who and how staff recruit for the Technical Advisory Committee?
