Floodplain PICM Code Amendments
Staff request input on and approval of the Draft Community Involvement Strategy for updates to the Development Code for the Floodplain Overlay District. These amendments will comply with the Pre-implementation Compliance Measures required by the National Flood Insurance Program.

To promote and enhance meaningful opportunities to work with community members on the City’s planning projects, Springfield’s Committee for Citizen Involvement evaluates and approves Community Involvement Plans. These Plans propose actions to seek an effective exchange of information during the formation and adoption of amendments to land use regulations.
The Community Involvement Strategy will serve as a guide for project communication and outreach activities for the code amendment project. These amendments will include changes prompted by the Federal Emergency Management Agency (FEMA) requiring the City to adopt short-term rules, aka Pre-Implementation Compliance Measures or PICM, in the Floodplain Overlay District to comply with the Endangered Species Act. The code amendments are directed by FEMA to protect habitat and achieve no net loss measures that will avoid, minimize, and mitigate impacts in the floodplain areas. Staff has prepared a Community Involvement Strategy for this process for the Committee for Citizen Involvement’s review and approval.
