Public Hearing #1: Proposed Substantial Amendments
The City is proposing substantial amendments to prior year and the current year plans that would reallocate funding from projects not fully utilizing the funds toward a rental rehab fund. A public participation process in Spring 2024 identified the immediate need for rehab to income-qualified affordable rental units. Council has indicated their support for this activity if funds became available. In reviewing each of the currently funded strategies, City staff identified a number of projects that are potentially oversubscribed and would most likely not spend their full allocation down before the start of the next Fiscal Year, when additional funds become available. To that end, the City is proposing these amendments to better align the allocations with anticipated spending, and to free up other funds to be put toward the rental rehab fund now.

Public Hearing #1: Proposed Substantial Amendments
The City of Springfield is considering substantial amendments to Fiscal Year 2022 and Fiscal Year 2023 Community Development Block Grant (CDBG) Annual Action Plans. The City is considering reallocating approximately $470,494 in funds previously awarded to Catholic Community Services of Lane County (CCSLC)’s OASIS day center construction project for homeless families with children. The City is at risk of losing CDBG funds if they are not spent quickly. Included here is a summary of alternative strategies and programs that could be funded with a reallocation of funds, including information gained through the public comment process.
Changes to CDAC Bylaws
The City Attorney's Office is proposing an updated version of the CDAC bylaws. Highlighted in green is language taken verbatim or nearly verbatim from the current bylaws. Other aspects of the proposed bylaws not highlighted are taken from the City's standard Bylaws template language. The added language about subcommittees that differs from the CDAC’s current bylaws is consistent with subcommittee language that the City Attorney's Office has recommended for other City Board, Committees and Commissions who are using the updated Bylaws template. The proposed update highlighted in yellow in Article IV. Officers was initiated by the CDAC.
2025 Eugene-Springfield Consolidated Plan
The Consolidated Plan sets priority needs and strategies for use of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds over a 5-year period. Eugene and Springfield receive funds based on formula allocation and Congressional appropriations. The two jurisdictions will receive an estimated $14 million in CDBG and HOME funds over the next 5 years. The current plan expires June 30, 2025 and the next Con Plan is due by May 15, 2025 to take effect on July 1, 2025. HOME is designed exclusively to create affordable housing for low-income households. CDBG activities must meet one of three National objectives 1) Benefit to low- and moderate- income (LMI) persons 2) Aid in the prevention, of what HUD terms slum and blight, and 3) Meet an urgent need, such as responding to a natural disaster. The process for creating the Consolidated plan is sequential and defined by Federal requirements. It includes data collection, assessment, priority evaluation, and decision making to provide direction for the upcoming 5 years. The goal is for the New Plan to both incorporate lessons learned from past experience and adapt to changing conditions. The timeline for public engagement begins this spring, and stretches through the Spring of 2025 with final adoption.

For information only. Since the last CDAC meeting, HUD announced its FY25 allocations. Springfield's FY25 CDBG Annual Action Plan has since been updated with those new amounts, following direction from the Council.

Relief Nursery request for Funding
Relief Nursery has submitted a request to the City, requesting CDBG funds toward the new construction of an addition to their existing building. They have submitted a proposal in line with the CDBG application. For evaluation of the proposal, please review Sections II. and Section IV. of the CDBG application form. Catholic Community Services - Additional Request for Funding
Catholic Community Services of Lane County (CCSLC) was awarded $322,492 in CDBG funds in FY2022 in order to construct a drop-in day center for homeless families with children. Due to unanticipated issues, and increase in construction costs, the original budget has increased and CCSLC has a budget gap. CCSLC is requesting $148,002 in additional CDBG funds to complete the project.
Updated draft FY2023 CDBG Action Plan
HUD announced Springfield's FY2023 allocation of $554,506. The draft FY2023 CDBG Action Plan has been updated accordingly.

Public Hearing on Draft CDBG One Year Action Plan
The City of Springfield’s proposal for the Fiscal Year (FY) 2023 Community Development Block Grant (CDBG) One Year Action Plan is available for review. The City receives CDBG funds annually from the U.S. Department of Housing and Urban Development to address the affordable housing and community development needs of low- and moderate-income households in our community. For FY2023, Springfield is estimated to have $1,232,122 in CDBG funds available to allocate. A 30-day public comment period on the proposed allocation of funds is currently open and will close on March 22, 2022. Springfield’s Community Development Advisory Committee (CDAC) will hold a public hearing on Wednesday, March 9, 2022 to receive written and oral testimony on the City’s proposed FY2023 CDBG action plan. Springfield’s proposal for the FY2023 CDBG action plan includes the allocation of funds to rehabilitate existing housing stock affordable to low-income persons; support the Lane County Human Services Commission to address the needs of homeless persons and special needs populations; and administer the grant to meet federal requirements. The City continues to propose using prior year funds to increase the supply of affordable housing. The City also proposes to identify additional projects to fund with CDBG dollars through a Request for Proposals (RFP) which closes on March 15.

Climate-Friendly Areas
Oregon’s Climate-Friendly and Equitable Communities Rules requires some cities, including Springfield, to reduce air pollution by allowing places that enable people to get around by ways other than driving alone. This Climate-Friendly Areas project is one way Springfield is working to meet these needs.
