Proposed Zoning Map amendment for property at 954 66th Street in Thurston. Applicant proposes to rezone the 4.41-acre property from R-1 Residential to Public Land & Open Space (PLO). Rezoning is proposed to facilitate the development of a public utility installation for the filtration, treatment and delivery of potable water into the City's drinking water system.

Housing in Non-Residential Areas : The City of Springfield and Lane County are proposing amendments to the Springfield Development Code. This action involves amendments to the Springfield Development Code for Sections 4.7.370 Income-Qualified Housing on Property Owned by Religious Nonprofits, 4.7.405 Income-Qualified Housing, and various other sections. This project is a continuation of work that has been ongoing since 2018 involving a phased plan to update the entire Springfield Development Code. Updating the Development Code to support efficient, timely, and clear development review is part of Springfield’s Housing Strategy. This work would amend income-qualified housing-related code sections from bills that were passed by the 2023 Oregon Legislature:   House Bill 2984 – Commercial to Residential Building Conversions    House Bill 3151 – Manufactured Dwelling Parks on Non-Residential Lands    House Bill 3395 –Residential Use of Commercial Lands     The City is also using this opportunity to make other changes to the code for clarity and ease of use including: Significant changes to SDC 4.7.100 for various land use districts; Changes to SDC 4.7.375 through SDC 4.7.385 for Architectural Design and multiple unit housing; Changes to SDC 5.15.110 Minimum Development Standards and SDC 5.17.110 for Site Plan Review for multiple unit housing; and Changes to SDC 6.1.110 Definitions.

Comprehensive planning staff have been working to implement the Climate Friendly and Equitable Communities (CFEC) administrative rules passed in July 2022 by Oregon’s Land Conservation and Development Commission in response to Governor Brown’s Executive Order 20-04. These rules include wide-ranging requirements for metropolitan areas and the City of Springfield is mandated to comply with the rules that affect community engagement, land use, and transportation. To reduce air pollution, one component of the rules requires Springfield to identify and designate Climate-Friendly Areas, dense urban mixed-use centers where people can meet most of their needs without relying on a car. At this meeting, staff is requesting input on the Draft Areas-at-a-Glance document to learn if this summary serves as a helpful tool to convey key project information. Staff also request input on and approval of the Draft Community Engagement Plan for the Climate-Friendly Areas project.

The Planning Commission will provide a recommendation to City Council on the projects to be included in the City of Springfield 2025-2029 CIP - A Community Reinvestment Plan. The Planning Commission held a work session on this item at its Nov. 7 meeting.

Proposal to amend the Metro Plan diagram by redesignating a 4.99 acre parcel from Campus Industrial to Commercial and concurrently amending the Gateway Refinement Plan diagram to change the land use designation from Campus Industrial (CI) to Community Commercial (CC). Concurrently amending the Springfield Zoning Map to rezone the subject site and abutting public rights-of-way for Game Farm Road and Maple Island Road from Campus Industrial to Medical Services (MS).
