Climate Friendly and Equitable Communities Rules - Update
Comprehensive planning staff have been working to implement the Climate Friendly and Equitable Communities (CFEC) administrative rules passed in July 2022 by Oregon’s Department of Land Conservation and Development (DLCD) in response to Governor Brown’s Executive Order 20-04. These rules include wide-ranging requirements for metropolitan areas and the City is mandated to comply with the rules that affect community engagement, land use, and transportation.

Annual Review of Community Engagement Activities
The Planning Commission in its role as the Committee for Citizen Involvement will review an annual report that summarizes community engagement in land use planning over the past year. The role of the CCI is to ensure adequate opportunity for citizens to be involved in all phases of the land use planning process. This work session is an opportunity to assess what has worked well this past year, identify areas for improvement, and determine priorities for use of limited financial and staff resources to provide people the opportunity to shape comprehensive land use planning decisions.

Willamalane Comprehensive Plan Update
Willamalane staff will share progress toward completing the Needs Assessment phase of the 2023 update to the Willamalane Park and Recreation District Comprehensive Plan. Planning Commission will determine whether the analysis, research, and community engagement efforts for the Plan so far are adequate enough to move forward onto the project’s final phases.

Land Acknowledgment Written by Kristin Kraaz, Assistant City Attorney – Indigenous Peoples’ Day 2019 Every community owes its existence and vitality to generations from around the world who contributed their hopes, dreams, and energy to making the history that lead to the this moment. Some came here by choice from distant homes in hope of a better life, some were brought here against their will, and some have lived on this land for more generations than can be counted. Trust and acknowledgement are critical to building mutual respect and connection across barriers. And so, we would like to begin by acknowledging that the land we are on, that we now call “Springfield,” is located within the traditional Indigenous homeland of the Kalapuya people. The Kalapuya people have stewarded this land in Springfield, between two rivers, throughout generations, and I ask you to join me in acknowledging their elders both past and present, as well as future generations. We acknowledge that the City of Springfield shares its history with the exclusion and erasure of many Indigenous peoples, including the Kalapuya and those who first inhabited land on which we are located. We express our respect for the Confederated Tribes of the Grand Ronde Community of Oregon and the Confederated Tribes of Siletz Indians of Oregon, whose citizens include the descendants of the Kalapuya people. We also express our respect for the other federally-recognized Tribal Nations of Oregon, which include the Burns Paiute Tribe, the Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of Warm Springs, the Coquille Indian Tribe, the Cow Creek Band of Umpqua Tribe of Indians, and the Klamath Tribes. In addition, we express our respect for all other displaced Indigenous peoples who call Oregon home.

Catholic Community Services - Additional Request for Funding
Catholic Community Services of Lane County (CCSLC) was awarded $322,492 in CDBG funds in FY2022 in order to construct a drop-in day center for homeless families with children. Due to unanticipated issues, and increase in construction costs, the original budget has increased and CCSLC has a budget gap. CCSLC is requesting $148,002 in additional CDBG funds to complete the project.
Updated draft FY2023 CDBG Action Plan
HUD announced Springfield's FY2023 allocation of $554,506. The draft FY2023 CDBG Action Plan has been updated accordingly.

Springfield Public Schools Zoning Map Amendment
Approved
The Springfield Public Schools has submitted a Zoning Map Amendment application for a property located at 525 Mill Street, which is also known as Tax Assessor's Map 17-03-35-23, Tax Lot 4500. The property is currently zoned Public Lands & Open Space (PLO), and the rezone request is for High Density Residential (HDR). The Metro Plan already has this property designated for High Density Residential (HDR). The rezone request aims to facilitate multi-unit residential development on site.

Community Engagement Plan: Willamalane Comprehensive Plan

Main Street Facility Plan
Approved
Since 2018, Springfield and the Oregon Department of Transportation have been working with partner agencies and a broad range of citizens to develop the Main Street Facility Plan. At this time, the City is seeking approval of a package of legislative amendments (changes to local adopted plans and development codes) associated with the Facility Plan, thereby initiating the sequence of adoption at the local, regional, and state levels and positioning the agencies to pursue funding to complete detailed design and construction of the recommended safety upgrades in a phased approach. More information on the development of the Facility Plan can be found at http://www.mainstreetsafety.org. The Planning Commission is no longer taking comment on the Draft Main Street Facility Plan. If you have comments, you may send them to
[email protected]
and address your comments to the City Council. City Council will be holding a public hearing on the Draft Plan later this spring.

FY2021 Consolidated Annual Performance and Evaluation Report
Public Hearing on Draft CDBG One Year Action Plan
The City of Springfield’s proposal for the Fiscal Year (FY) 2023 Community Development Block Grant (CDBG) One Year Action Plan is available for review. The City receives CDBG funds annually from the U.S. Department of Housing and Urban Development to address the affordable housing and community development needs of low- and moderate-income households in our community. For FY2023, Springfield is estimated to have $1,232,122 in CDBG funds available to allocate. A 30-day public comment period on the proposed allocation of funds is currently open and will close on March 22, 2022. Springfield’s Community Development Advisory Committee (CDAC) will hold a public hearing on Wednesday, March 9, 2022 to receive written and oral testimony on the City’s proposed FY2023 CDBG action plan. Springfield’s proposal for the FY2023 CDBG action plan includes the allocation of funds to rehabilitate existing housing stock affordable to low-income persons; support the Lane County Human Services Commission to address the needs of homeless persons and special needs populations; and administer the grant to meet federal requirements. The City continues to propose using prior year funds to increase the supply of affordable housing. The City also proposes to identify additional projects to fund with CDBG dollars through a Request for Proposals (RFP) which closes on March 15.

This will be a joint regular session with the Springfield and Lane County Planning Commissions for their deliberations on the Springfield Development Code Update Project. A joint public hearing was held and January 4, 2022. At the conclusion of the public hearing, the joint Planning Commissions closed the public hearing and left the public comment record open until January 18, 2022 at 10 A.M. Comments received prior to that time will be considered by the joint Planning Commissions in their deliberations. The purpose of the Development Code Update Project is to change the Springfield Development Code to support efficient, timely, and clear development review. The updated Development Code will support Springfield’s economic development priorities and will honor Springfield’s hometown feel now and in the future. Phase 1 of the Development Code Update Project is focused on housing and includes the Middle Housing Code Updates required by legislation passed in 2019 (House Bill 2001). Phase 2 focuses on Employment Lands and includes development standards and procedural changes.

Overview of Citizen Involvement
This joint meeting of the City Council and CCI is an opportunity to present an annual report that summarizes citizen involvement in land use planning over the past year. Zoning Map Amendment for Drinking Water Protection Overlay

The City of Springfield and Springfield Utility Board (SUB) work together to make sure Springfield's drinking water is safe and high quality. One way to do this is through the Drinking Water Protection (DWP) Overlay District, which is a type of zoning district. The City and SUB propose a Zoning Map Amendment to apply the Drinking Water Protection Overlay District to property recently added to the Springfield urban growth boundary (UGB). The Zoning Map Amendment would establish the drinking water protection requirements of the Springfield Development Code (Section 3.3-200) in these UGB expansion areas. The UGB expansion areas are generally located in: (1) North Gateway in northwest Springfield; (2) Mill Race in south Springfield; and (3) Willamalane Park Properties along north Springfield (see Vicinity Map). To find if a specific property is within the area covered by the DWP Overlay District, use the interactive location map and select "Natural_Features_Hazards" on the layer list (click on an icon that looks like three stacked squares), click on the arrow next to it to expand the list, and then select "Wells".

Land Acknowledgment Written by Kristin Kraaz, Assistant City Attorney – Indigenous Peoples’ Day 2019 Every community owes its existence and vitality to generations from around the world who contributed their hopes, dreams, and energy to making the history that lead to the this moment. Some came here by choice from distant homes in hope of a better life, some were brought here against their will, and some have lived on this land for more generations than can be counted. Trust and acknowledgement are critical to building mutual respect and connection across barriers. And so, we would like to begin by acknowledging that the land we are on, that we now call “Springfield,” is located within the traditional Indigenous homeland of the Kalapuya people. The Kalapuya people have stewarded this land in Springfield, between two rivers, throughout generations, and I ask you to join me in acknowledging their elders both past and present, as well as future generations. We acknowledge that the City of Springfield shares its history with the exclusion and erasure of many Indigenous peoples, including the Kalapuya and those who first inhabited land on which we are located. We express our respect for the Confederated Tribes of the Grand Ronde Community of Oregon and the Confederated Tribes of Siletz Indians of Oregon, whose citizens include the descendants of the Kalapuya people. We also express our respect for the other federally-recognized Tribal Nations of Oregon, which include the Burns Paiute Tribe, the Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of Warm Springs, the Coquille Indian Tribe, the Cow Creek Band of Umpqua Tribe of Indians, and the Klamath Tribes. In addition, we express our respect for all other displaced Indigenous peoples who call Oregon home.

Discretionary Use Application for Horace Street Apartments

Applicant seeks approval of the Multi-unit Design Standards – Alternative Design Discretionary Criteria for the proposed multi-unit residential developments on the south side of Horace Street in accordance with the Springfield Development Code (SDC) Section 3.2-240.D.2. Specifically, the applicant is proposing shed roofs for the residential buildings, which is not currently permitted without Discretionary Use approval.
Discretionary Use and Site Plan Modification - Hamlin School

Application from Springfield School District for a Discretionary Use Permit to allow for a sports stadium to be constructed on the Hamlin Middle School site. 2023-2027 Capital Improvement Program

Marcola Meadows Final Master Plan Modification

Proposal to modify the Marcola Meadows Final Master Plan configuration to incorporate additional single-unit dwellings along with a future public school site, church site, commercial site, and multi-family residential site. A deeper understanding of what these resources are can inform future steps of the active Comprehensive Planning project to inventory and evaluate wetlands and riparian corridors where the Urban Growth Boundary (UGB) recently expanded. Staff will ask: (1) Which functions of wetlands and riparian corridors appear relevant to the UGB expansion areas?; and, (2) What are your favorite places that feature wetlands or riparian corridors, and why?
