Housing Futures
Oregon cities, including Springfield, must thoughtfully plan for growth, including future housing needs. This project will plan for Springfield’s housing needs over the next 20 years.
Project Overview
Oregon cities are required to thoughtfully plan for future growth, including periodically planning for their future housing needs. This project will identify the land needed for new housing in Springfield over the next two decades. It will also identify what the City can do to support the housing Springfield needs, including creating opportunities for homeownership, finding ways to make housing more affordable, and supporting specific housing needs within our community.

This project will build on the City’s ongoing work to address the community’s housing needs through the Springfield Housing Strategy (see handout in Resources section below) while also complying with recently updated State requirements under the Oregon Housing Needs Analysis program to increase housing production, affordability, and choice.

Project Phases

The City will study and plan for our community's housing needs in phases. This is a big project that will take several years to complete. Phase One will happen from 2026 through 2027, and Phase Two will happen in 2028.

What is Phase One?
This phase of the project is focused on understanding 1) Springfield’s existing conditions for new housing development (buildable residential land, existing housing stock, and market), and 2) the community’s needs related to housing now and over the next two decades. 

Phase One Objectives:
1. Inventory the buildable land within Springfield’s Urban Growth Boundary (UGB) that is planned for housing.
2. Identify the types and characteristics of housing the community will need over the next two decades, and the locations where new housing is needed.
3. Determine if Springfield has enough land to accommodate the housing it will need, where it’s needed, for the next two decades. If not, identify the deficits in Springfield’s supply of buildable land.

In Phase One, we will complete and adopt a Contextualized Housing Need report and a Housing Capacity Analysis report (see the F.A.Q. in the Resources section below for more info!).

What is Phase Two?
Phase Two of the project will use the analysis we completed for the Phase One reports, as well as additional input from the community, to complete and adopt a Housing Production Strategy action plan outlining what the City will do over the next eight years to support the housing Springfield needs.
