Glenwood Climate Friendly Area
The City Council directed staff to designate the North Riverfront area of Glenwood as Springfield's primary Climate-Friendly Area. A Climate-Friendly Area is intended to be a dense urban mixed-use center where people can choose to meet most of their needs without relying on a car. Staff have prepared draft amendments to the Glenwood Refinement Plan and Springfield Development Code to carry out the state's requirements for a Climate-Friendly Area.

Staff's Recommendation
Staff seeks Planning Commission input on the draft Glenwood Climate-Friendly Area plan and code amendments to inform any revisions prior to the adoption process later this year.
Springfield Development Code 5.6.115
Each decision maker will follow the criteria below when voting on this item.
In reaching a decision on the adoption or amendment of refinement plans and the Springfield Development Code, the elected officials shall adopt findings that demonstrate conformance to the following:
(1) The Metro Plan and Springfield Comprehensive Plan;
(2) Applicable State statutes; and
(3) Applicable State-wide Planning Goals and Administrative Rules
