Public Hearing for Wildish Property in Glenwood
Proposed Comprehensive Plan amendment and Zone Change for a vacant, 2.92-acre parcel in Glenwood with frontage on Newman Street. Property is currently designated and zoned Glenwood Employment Mixed Use (GEMU). Applicant proposes to change the Comprehensive Plan designation and zoning to Light Medium Industrial (LMI) to facilitate expansion of an adjacent plastic pipe manufacturing facility onto the property.

Decision Criteria
Each decision maker will follow the criteria below when voting on this item.
A Metro Plan amendment may be approved only if the Springfield City Council and other applicable governing body or bodies find that the proposal conforms to the following criteria:
(A) The amendment shall be consistent with applicable Statewide Planning Goals; and
(B) Plan inconsistency:
(1) In those cases where the Metro Plan applies, adoption of the amendment shall not make the Metro Plan internally inconsistent.
(2) In cases where Springfield Comprehensive Plan applies, the amendment shall be consistent with the Springfield Comprehensive Plan.
(B) Legislative Zoning Map Amendments and Quasi-Judicial Zoning Map Amendments Raised to a Type 4 Review. The Planning Commission or Hearings Official may make a recommendation to the City Council to approve, approve with conditions or deny Zoning Map amendments and Springfield Comprehensive Plan Map amendments based upon approval criteria in subsection (C)(1) through (4), below. The City Council shall make the final local decision on all Zoning Map amendments involving a Springfield Comprehensive Plan Map amendment.
(C) Zoning Map Amendment Criteria of Approval.
(1) Consistency with applicable Springfield Comprehensive Plan policies and the Springfield Comprehensive Plan Map;
(2) Consistency with applicable Refinement Plans, Plan District maps, Conceptual Development Plans and functional plans;
(3) The property is presently provided with adequate public facilities, services and transportation networks to support the use, or these facilities, services and transportation networks are planned to be provided concurrently with the development of the property;
(4) Meet the approval criteria specified in SDC 5.14.100 when involving a Springfield Comprehensive Plan Map amendment; and
(5) Compliance with Oregon Administrative Rule (OAR) 660-012-0060, where applicable.
