Climate-Friendly Areas Update
Comprehensive planning staff have been working to implement the Climate Friendly and Equitable Communities administrative rules passed in July 2022 by Oregon’s Land Conservation and Development Commission in response to Governor Brown’s Executive Order 20-04. These rules include wide-ranging requirements for metropolitan areas and the City of Springfield is mandated to comply with the rules that affect community engagement, land use, and transportation. To reduce air pollution, one component of the rules requires Springfield to identify and adopt one or more Climate-Friendly Areas, which will allow for dense urban mixed-use centers where people can choose to meet most of their needs without relying on a car. At this meeting, staff is presenting potential benefits and tradeoffs and seeking Planning Commission guidance on potential scenarios for Climate-Friendly Areas to inform next steps for outreach and identifying draft plan and code concepts and displacement mitigation strategies.
