Willamalane Park and Recreation Comprehensive Plan
Willamalane Park and Recreation District (“Willamalane”) requests that the City of Springfield and Lane County adopt the 2023 Park and Recreation Comprehensive Plan (“2023 Plan”). This Plan is an update to the previous 2012 Park and Recreation Comprehensive Plan. Adoption of the 2023 Plan entails adding it as the Recreation Element of the Springfield Comprehensive Plan, text amendments to the Eugene-Springfield Metropolitan Area General Plan (Metro Plan); and an amendment to Lane Code 16.400 to reflect the 2023 Plan’s adoption for the portion of Willamalane's planning area outside the Springfield urban growth boundary and the Metro Plan boundary, where the Lane County Rural Comprehensive Plan applies. Lane County’s separate staff report addresses Lane Code amendments.

Approval Criteria
Each decision maker will follow the criteria below when voting on this item.
The following criteria apply to the Planning Commissions' joint decision*:

Springfield Development Code 5.14.135 
Comprehensive Plan amendments (the Metro Plan and/or Springfield Comprehensive Plan) may be approved only if the Springfield City Council and other applicable governing body or bodies find that the proposal conforms to the following criteria:
(A)     The amendment shall be consistent with applicable Statewide Planning Goals; and
(B)     Plan inconsistency:
          (1)        In those cases where the Metro Plan applies, adoption of the amendment shall not make the Metro Plan internally inconsistent.
          (2)        In cases where Springfield Comprehensive Plan applies, the amendment shall be consistent with the Springfield Comprehensive Plan.
 
Lane Code 12.300.030
The following criteria will be applied by the Board of Commissioners and other applicable governing body or bodies in approving or denying a Metro Plan amendment application:
(A)      The proposed amendment is consistent with the relevant Statewide Planning Goals; and
(B)      The proposed amendment does not make the Metro Plan internally inconsistent.

Lane County prepared a separate staff report in response to criteria applicable to amending the Lane Code as relevant to Lane County's Rural Comprehensive Plan, which applies outside Springfield's planning jurisdiction.
